An Offshore Financial Center is synonymous with International Financial Center. However, "offshore financial center" is recently falling out of favor due to the anti-“offshore” propaganda.
Often used synonymously with tax haven - more properly an offshore financial center is a “money haven”, or a jurisdiction with high quality infrastructure where offshore investments can be made or held on a low-tax or tax-free basis. Nevis, for example would be a tax haven, but not an offshore financial center due to its relatively poor infrastructure and lack of banking and investment facilities. Panamá and Uruguay are both tax-havens and offshore financial centers.
